On this somewhat older video tutorial Aaron Nace from Phlearn demonstrates how to stylize a portrait using layer blending in Photoshop.
This is a pretty advanced video and Nace covers a lot of ground going through the different stages. He uses many layer masks and adjustment layers and goes over different parts of the image one by one. Another nice thing we get from this video is how to create keyboard shortcuts (4:05~ on the video).
The main part of this video is the blending layer part which Nace does in a few parts – once on the clothing and the other on the face (be sure you work in different ways on different areas (using layers and masks) so you will get the best results.
